Photos displayed twice in Photos app

I'm on Monterey on a iMac. I've been moving some photos from Windows to the iMac via iCloud. I exported the photos from the PhotosLibrary and deleted them from iCloud. But now I'm seeing each photo displayed twice in the Photos app. Since the have been exported, I can see the photo files in the folders under Pictures with Finder and I see the correct number of files.

Any ideas on how to correct this? Or how I caused this to happen? I may have done something incorrectly when I first exported the photos.

I have attempted the repair of the library. I also have the following setting in Photos app:

All boxes on the Preference > General tab are Off.

All boxes on the Preference > iCloud tab are Off.

There are NO photos visible in iCloud.com.

Any guidance is appreciated.

Where are the pictures displayed twice?

All items will appear in the library, in any albums, etc. but there is only one original.

It's easy to either, move all of your photos from Windows into iCloud and sync your Photos app on the Mac. Or, copy your folder directory on the Windows machine and drag that folder directly onto the Photos app to import pictures.

The photos are displayed twice in the All Photos view of the Library. At this time I don't have any Albums or folders defined.

As a test, I moved all the folders that were created after I exported the photos to a different location on the system (Documents) thinking that the Photos app would not display those exported photos, but the photos appear to actually still exist in the library and they are duplicated. So I exported the all the photos again (as originals) and now I see that they are in the library twice. Each photo has a two files named IMG_1234.JPG and IMG_1234 (1).JPG. But when I open Photos and look at the Info for the identical photos, that name difference is not apparent.

So I'm still researching the correct procedure to 1) Export the photos from the Library, 2) make the exported photos visible in the Photos app 3) remove the photos that I exported from the system Photos Library.photoslibrary. I want to be able to select the photos that I chose to be visible on iCloud Photos, not my whole collection of photos.

How am I suppose to tell these apart?

Yes, I can use your process to get the photos to the Mac. But once there, what is the correct way to manage the photos outside the Photos Library? Can Photos app deal with both photos in the Photos Library and not in the library? And how do you tell the difference?
