deleted apps that are in my iCloud account will not re-download on my Apple TV

Have you verified that these apps are still available, and that they are compatible with tvOS 15? Some developers do not update their apps. Some developers abandon the App Store. Some developers make apps for other devices, but not for Apple TV.
Try getting the same apps through the App Store. Are they there? Does that make a difference? Find apps in the Apple TV App Store - Apple Support
Try signing out for the Store, then sign in again. That may solve some account related issues in combination with the App Store.
