Is it true all apps recording screen needs permission granted by user?

I am using macOS Big Sur, is it true that all apps trying to record my screen needs my permission, which can be edited in System Preferences -> Security&Privacy?


If that is the case, how come I can record my screen by shift+command+5 and it does not appear in the record screen permission list in Security&Privacy.

There is a Major Difference between " Third Party Application " accessing the camera of this computer and a Native Apple Application used to record the screen.

The Apple Screen Shot / Recording is Native and built into the Operating System.
