Flag colors in Mail don't match choices

Trying this again: When I right-click on an email message (MacOS Mail v.16.0-3696.100.31 on Monterey 12.4) I get a choice of colors ordered: orange, red, purple, blue, yellow, green, grey

but when I assign colors to emails and then sort them by color, I get a different order: red, orange, yellow, green, blue, purple, grey

Is there any way to make these two lists appear in the same order?
