I read some others' issues with the menu bar turning light gray; some said it happened after update to 12.1 and others said they restarted a few times and it went back to normal. I currently have 12.2
-I restarted computer due to slow webpage loading, when everything was back, the menu bar is light gray.
-Anyone know the reason this happens and what to do about it?

One thing you could try is open System Preferences > Accessibility > Display and enable "Reduce transparency". See if the Menu Bar turns opaque.
The first thing you should try is to update to Monterey 12.4.
I wouldn't mind updating but the last update resulted in a major inconvenience - my transcription foot pedal (ExpressScribe) started acting as a right click and I had to buy a new foot pedal. I'm a professional writer so not having an operational foot pedal for that amount of time was a serious problem.
I see. Well the issue you are having may be inherent in 12.2. I don't know. I do know none of my four installs of Monterey 12.4 have the problem. Perhaps someone will have a different suggestion.
Thank you - that worked! Although the bar is still gray, at least the font is black.
