That is correct can only be done for tethering. What are you trying to accomplish?

I was able to pair my iphone 11 pro max to my ipad Air 2 a few days by turning on Bluetooth on both devices to use Airdrop .. Transfer a few pics from Camera roll on iphone to ipad ..
Later I updated my iphone to iOS 15.5
and now when I turn on Bluetooth for both devices. .. they will not pair anymore.. I get message .. not supported or pairing unsuccessful.. and signal just whirls .. I have tried diff options . like forget any accessories that were paired before and even reset my network on both devices ..
Hope this detailed info can clarify my issue ..
