Assign to "all desktops" not working after restart on MacOS Monterey

I've had the same problem since the update. I believe Apple introduced a bug with Monterey. Please don't tell me to update my Mac or to create a new user account as I've already tried those. This is a genuine bug that significantly lowers my productivity every day.
