Hmm. I must ask. Is it an iPhone 7?
This may sound like a stupid question but I’ve had friends (and myself) that had this issue with iPhone 7 because a bunch of serial numbers for iPhone 7 would just stop connecting to cellular after an update. If it is, contact Apple Support.
Otherwise, refer to this article If you see a Cellular, Ultra Wideband, or Apple Pay Issue message after an iOS update or restart - Apple Support.
