How can I have Apple send me promotional emails in English instead of French?

I get news updates, ie what’s on the AppStore, new devices, events, a show I should watch if I liked this show and other stuff. I want to get these emails, however, they are in French. I live in Quebec, so I think that’s why, but I never personally configured my selection to Quebec, and before living here, I always got them in English. How can I configure it so that I get these emails in English rather than French, despite living in Quebec?
