Mail App wont open or close

How can I close the mail app on my Mac book pro, it wont won't actually open or close, but the black dot is underneath the application which means its still open.

MacBook Pro 13″, macOS 12.4

Mail App Popups Whenever I have my Mail app open on my MacBook, it will occasionally pop up on the side randomly whenever I'm working, forcing me to x out the window and forget where I left off. However, when I quit the app, it doesn't show itself until I turn it back on. It doesn't show itself when I have it on a different window either. Is there a way to prevent the app from popping up from the side? Technical specs: Mail version 13.4

Use CMD + Q (with the app in focus) to quit the app. You can also right-click on the icon in the dock and select "Quit", or press the app name in the top left corner, then press "Quit".
