You are able to disable the wireless hotspot usage with the parental controls.
Go to Settings > Cellular, and make sure that the hotspot is disabled.
Then go to Settings > Screen Time > Content & Privacy Restrictions, and enter your passcode if prompted. Scroll down to Cellular Data Changes, and switch that to Don't Allow.
This won't remove the Hotspot settings, but nothing will happen when someone tries to change the settings. The hotspot will remain disabled.
Thanks, but that also doesn't solve the problem of removing it altogether. Children are finding their way to this hotspot to use as a tether for other devices after parental controls should be in place. Like bedtime. And because it's THEIR phone, they can control when the hotspot is on or not. Which is why it needs to be 100% GONE. Unavailable always. There's no need for this.
This is actually false as well. As the hotspot is not governed by the "cellular restriction" function. This works just fine for Apps, but the hotspot is under it's own accord. Currently I have "Don't Allow" toggled and while she can't use TikTok (for example) because that toggle in the Cellular section is set to OFF, there is NO toggle for Personal Hotspot. Meaning it's not being controlled by this privacy restriction. All she has to do is go back to the hotspot menu and toggle it back on. Content & Privacy Restrictions do NOT govern this feature.
Not the way it works here. If the parental restriction is enabled for cellular, the button to turn the Hotspot "on" is non-functional. You can't move the slider.
But, there are a number of other parental restrictions set up on the phone as well. I don't have the phone or details handy at the moment.
Would love to know what version you're on. She's got OS15.4.1 on an iPhone 12 mini and while what you're saying would make sense, it doesn't work on this phone. I have torn apart the internet to find a solution and all of them lead to this same conclusion. If you'd be able to share your screenshots, I'd be grateful. Verizon this morning says they won't take away the hotspot feature on that line due to the plan, so parents are at a significant disadvantage. One more thing to manage in the era of modern parenting. Even if you take the phone at night, which we do, now we have to toggle the switch so they can't connect other devices while in their room.
Go to Settings, tap Personal Hotspot (mobile data must be on to access hotspot settings), and make sure the switch is set to off.

This does not remove it, only disables it. But, it can be enabled again with a toggle. Which is NOT helpful when trying to limit a child's phone.
You can also go into Personal Hotspot in settings and turn off "allow Others to Join"... if that helps at all... Hope you have a great day adn some success
