You could reduce the size of your photos.

Or you could switch off iCloud for photos on your iPad.

On your iPhone, iPad, or iPod touch
I assume that you'd like to have the rest of iCloud functions, you can deactivate all apps that you don't need / want.
After iCloud sync for photos is switched off you could delete photos from your iPad.
Please test if the sync is really switched off before you delete all photos, start with deleting a few test photos and see if they stay on the other devices.

When you use iCloud, you can access your photos, files, passwords, and other data on any device you choose. Because your data is stored in the cloud and not on a single device, it stays up to date everywhere.
For example, if you turn on iCloud Photos on your iPhone and Mac, you see the same photos on both devices. And if you take a new photo or delete one from the Photos app on your iPhone, those changes appear in Photos on your Mac.

I understand how iCloud works, but I do not need iCloud on my iPad just my iPone and Mac. So I would like to remove iCloud on my iPad only. The problem is I want to steam on my iPad but there is not enough storage to down load the app that I want to steam. How do I remove iCloud on my iPad?
In both of your suggestions, you indicated to go to settings then > [your name] , when I go to setting I do not see my name to click on? I have an old iPad 2 ios 9.3.5. I would like to delete all my photos on my iPad but not my iPhone or Mac.
Sorry I have only iOS 15.5 and iOS 12.5.5 on my devices and in both cases it is at the top of the display.
Text under [your name] is Apple-ID, iCloud, ...
I can not tell you where it is in iOS 9.3.5, but I would assume that it is somewhat in the same area at the top of the setting display.

Are these Downloaded?
The only way this can be officially done, is if they are downloaded to your iPhone. Elsewise, they will remain visible in the Photos app, if Photos is enabled in iCloud settings.
