i have a notification on my phone to update the Apple ID settings, when i go in , it shows the previous email of the person who had my phone number before (work phone), i fill in my credentials to update it but the notification doesn’t go away and the old owners email pops back up, how do i remove this email from my phone as well with the notification

the previous owner didn't reset the device properly. You will likely need to contact that person
