A text Message on my iPhone 7 saying delivered for several weeks

If a text message says “delivered” for several weeks and does not show it has been “read,” does that mean the other person has blocked me or they just haven’t read it? Is it possible for the other person to hide from me a “read” notification and for the message to continue saying “delivered” on my side? How do you know if your number has been blocked on your side? I went into contacts and this person’s number doesn’t show I have been blocked on my side. Is there a way to find all this out without contacting the other person?
