I am following the instructions for adding a legacy contact. When I select my husband’s email or phone number, I get an error message every time. “Unable to Add Legacy Contact There was a problem adding a legacy contact. Try again later.”
Googling does not find an answer as to why I cannot add a contact. Any idea how I can finish adding the contact?

"Requirements to be a recovery contact
Those requirements and other helpful details can be found from Help a friend or family member as their account recovery contact - Apple Support. If the same continues, try using another device and the guidance from that article to see if the same continues.

I had already followed the steps at the beginning. I had not, however, tried a different iPhone device. Fortunately, I have an older iPhone. Doing this worked. Thank you.
I am not sure why my newer and fully up-to-date iPhone would not complete the process. So somewhere there is a bug or maybe a phone specific setting that prevented completion on my newer device.
Oops, I just realized the other phone is connected to a different Apple ID. I successfully setup a legacy contact for that older Apple ID. I still cannot setup a legacy contact for my newer Apple ID.
I have 2 factor and passcode and far older than 13. Device is using 15.5.
Any other ideas?
