I currently run Lightroom Classic on a 2017 15" MacBook Pro using High Sierra 10.13.6. I am considering a new laptop this year which will seemingly have Monterey or maybe even Ventura on it depending when I get the laptop, and a new kind of chip. Will I be able to transfer my sizable catalog (650 GB or so) to the new laptop and run Lightroom Classic on it?

Depends. If you are running the Creative Cloud version of Lightroom Classic, you can get a compatible version for the new Mac sure.
If you are running the standalone 32 bit version of Lightroom, then, you would need to subscribe to Adobe's Creative Cloud service to get the new compatible version.

I use Lightroom Classic, not the Creative Cloud version. I pay Adobe a yearly subscription for the privilege so assume/hope that if I continue to do so I will be able to jump with my Catalog to the latest version of Lightroom Classic on Monterey or eventually Ventura. Thanks,
If you are paying a yearly subscription, then that is the Creative Cloud version. There is no other Adobe subscription.
