Ipad getting error code 2003 when trying to "Restore"

Restoring an IPAD mini, trying to assist elderly neighbor whos daughter passed away. Apple instructed me to have her contact them, which she did and they "unlocked" it so we can restore the iPad but still getting error code 2003? Any thoughts?

It is an iPad Model 1474 (believe 1'st Gen)

Having already sought assistance directly from Apple Support, you might be best advised to again contact Apple Support with your case reference number - and continue the existing support case.
