Talked with excellent Apple Tech support guy today. Yes, is simple to setup specific
turn-off time once understanding the meaning of the settings. When selecting off-time
there is an drop down that offers options such as 1min, 2, min thru 4 hours. The meaning is
the wait time before it acts on the selected off-time. My misunderstanding was taking those choices
as time between On and Off...I was wrong. Tech guy was great....expalned everything.

Nothing that I can find simply permits turning off at specific time. Very simple to
set a time-on....to simply set a time-off is ridiculously involved and non specific.
Yes, can setup so called Automation that makes setting time-off a run around. Can't imagine
why this way?
The should be possible. See Create scenes and automations with the Home app - Apple Support and the section Automate accessories at a certain time.

Does not permit turning OFF at specific time....only permits number of hours up to four hours.
Can't you recall a specific scene, which would turn it off if it was on? Works here.

As far as I know you have to set up another automation to turn it off at a specific time.
