Forwarding SMS to a laptop while the iPhone is not connected to the network

I need to forward SMS from a North American number to my laptop while being abroad, where the NA number will NOT work!

iPhone SE, iOS 13

If the phone is not connected to your cellular network, you will not be able to get SMS. That only works when the iPhone is connected to the network and can forward them to the computer. You would only be able to get iMessage on an Apple laptop if it has the same Apple ID as the iPhone.
