Not knowing exactly what you mean by it being frozen, you can see this. If an app on your iPhone or iPad stops responding, closes unexpectedly, or won’t open - Apple Support or see this. If your iPhone won't turn on or is frozen - Apple Support
Thank you Chris. By frozen I mean that Find My is not highlighted. I can tap it and nothing happens. I have read that deleting the app and reinstalling may help, but I can not delete this specific app. My software is up to date . I can sent my location to an individual thru a text. I'm in a Family where others can see my location but I am unable to disengage the Find My toggle to hide my location.
Are you looking to hide your location from family members or from someone else, or turn off Find My in general? When you say Find My is not highlighted, do you mean that the line to turn it on is greyed out and you cannot switch it? Do you have any restrictions turned on for the iPhone? When you are in a Family Sharing, are you a minor that could have parental restrictions turned on?

You asked all the right questions and yes I had some content and restriction turned on. Turning that off allowed me to stop sharing my location.
