If I buy a new Iphone how does that work with my phone carrier? Do I buy Iphone from Apple then take it to phone carrier to activate new phone? I am new to this Thank you

If your carrier is an Apple Authorized Reseller, you can buy it at one of their shop, or, as you said, you can buy it from Apple, then (if your need it) ask your carrier for help activating it.
The procedure to transfer data/apps/media from an old iOS device to a new one is quite easy.
