I have all my downloaded songs on an external hard drive. When I added it to my iTunes library and unplug my external hard drive, it will ask to locate the song. I tried to do it via file on iTunes, but the same thing happens. Why?

Itunes link to the tracks has been broken as you have disconnected the external drive. You need to to reconnect your hard drive. However, if it is you intention to stream from Apple Music then you need to create a new library. Read Use multiple iTunes libraries on PC – Apple Support (UK)
