How do I delete items on iCloud without deleting them on my iPhone?

My iCloud is full. I don't want to purchase more space. I also back up my iPhone to my Mac, which then gets backed up to a physical hard drive. When I go to iCloud to delete things, like photos or iMovie data, it says it will also delete them from my iPhone. I just want to stop backing some things up to iCloud, but don't want to lose them from my phone or local hard drive. How do I do this?

I keep getting messages saying that iCloud is full and the only option it gives me is to purchase more space. I don't want to spend more money on iCloud and I also don't want to lose everything on my phone by turning syncing off. Can I turn the annoying messages off? Can I stop syncing to iCloud altogether but keep what itsge, I lose everything on my phone or get subjected to annoying messages forever.
