Transferring iPhone - corrupted phone?

I'm having trouble moving to a new iphone. After transferring from a 64GB SE2 to a 128GB iPhone 11 the transfer crashes near the end and the result is a 'full' iPhone 11 which now in settings ->about, shows its capacity as 64GB!

I have also tried backing up and transferring from icloud and the result is the same.

Is this an issue with a corrupted ios on the original phone? What can I do from here?

If the two devices are running on the latest version of iOS and are connected to a good Wi-Fi network, make sure you are not using a VPN. Also try another Wi-Fi network if you can, try restarting the two devices ☞ Restart your iPhone - Apple Support
