How to get to "startup options window"

When I press and hold the power button, the "startup options window" does not appear, my air just turns off. Even when I hold the power button for 20 seconds. Am I doing something wrong? How do I reach the "startup options window" with the gear icon?

MacBook Air 13″, macOS 12.2

Turn OFF the Mac, normally, and when turning it ON, hold down the power button until the startup options window shows up.

Please note that the above is for the Apple Silicon (M1, M2) Macs.

For Intel-based Macs, when powering ON the Mac, hold down the OPTION button until the screen appears.
