Why are songs not in my library?

In Apple Music settings, I've checked the button 'Add Playlist Songs'.

I had hoped this meant that when I downloaded an entire Playlist from Apple, the songs would also be added to my Songs Library. But not so. They remain only accessible under Playlists.

Is there a way to get songs added to my Songs library directly upon downloading a Playlist? Or must I add songs individually afterwards?
