When I delete a frequently visited icon it will only stayed deleted for a short time. In fact it will quite often be back in my Frequently Visited section the next time I go online. How c@n I permanently delete it?

Disabling Safari in iCloud:
Disable Safari in iCloud settings on your iPhone, and this would not occur. Unfortunately, you cannot single out a certain site (i.e. Google) that way..
If you use private browsing in Safari, that will also help limit frequently browsed websites in the future.
