does time machine back up email if email isn't working?

My wife is freaking out. Much of her professional life is stored in Outlook for Mac 2011 (I know, I know). Well, it's not working -- she can't open it. (This gets complicated.) She has a 2012 MBPro, running High Sierra. At my suggestion she's going to try to update to Mojave (Office for Mac 2011 won't work on any Mac OS beyond that) to see if that gets Outlook working again, but first she has to use Time Machine to back everything up. Will Time Machine back up her Outlook email even if she can't get Outlook to open?

If it's stored on the computer, yes, unless Time Machine got set not to. The exclusion list can be checked from the Time Machine pane of System Preferences.

If it's stored on the mail servers, it won't be affected by an OS upgrade.
