Call Forwarding not working on iPhone SE

I have two phones, one is iphone SE and other is Iphone X. Problem is

only with iphone SE

When I go to Settings > Phone > Call Forwarding I get spinning wheel

and can't turn on call forwarding.

I tried to turn on call forwarding with short codes **21*, **61*, **62*, but

it says Failed.

I tried to turn off WiFi, Bluetooth, Personal Hotspot, VPN. Tried to reset

network setting, Erase all Content and Settings and still nothing.

Changed SIM card with iphone X, problem didn't disappear. Call forwarding on

iphone X was working with SIM card from iphone SE, but stopped

working on iphone SE.

If I do it with iPhone X everything works fine even with SIM card from iPhone SE

Both iPhones have latest iOS version 15.5
