Why there are no “snooze” and “stop” buttons for alarm?

When phone is unlocked buttons are not there.

how hard is it to keep user interface the same as when phone is locked? Why do I have to touch that notification to get to other options??? It should be intuitive and simple not more complicated with extra completely avoidable steps.
