Lost watch

I found an iWatch on the beach and I'd like to return it to its owner. How do I do that? When I turned it on it of course asked me for a password so I can't get to its contact list to look up Mom or Dad or something like that. Any suggestions?

I found an Apple Watch, how do I find the owner? I found it in the Frio River in Concan, Tx. Its screen is cracked; but still seems functional. I’d like to keep it if the owner doesn’t want it back.
