how do I know who's iwatch this is that I found? I've tried to guess the lock code but is there another way to notify owner of the status of lost watch(not sure they are tracking with findmy app either...

Apple doesn't get involved in lost or stolen devices, and there is simply no way for you to figure out who the watch belongs to. Katana-San gave you the right advice to turn it over to the local authorities. Hopefully, whoever lost it, filed a police report.
