I sent a Apple Pay payment to an individual but they never delivered expected merchandise. My bank said they cannot help because they don't cover "app payments". Is there any way to report a user that also uses Apple Pay that they are scamming people?

To be automatically redirected to Apple Support chat in Messages, you need to be using Safari. Are you on a Windows device? If so, you won't be able to use the Messages chat link (as the device has no Messages app). Try using your iPhone to open the link.
Redirect to chat is not working. I've tried Chrome and Edge.
I provided as many options as possible.
If one option does not work, then try another one. 😉
