The Keynote will be available to stream on apple.com, the Apple Developer app, the Apple TV app, and the Apple YouTube channel. On-demand playback will be available after the conclusion of the stream.

Change your Apple ID country or region - Apple Support

you will have to 0 any balance in your account. You can spend the money, or ask itunes to 0 it for you. Contact itunes support here:
