Keep in mind that the link to the 10.6.8.dmg file from @NelsC7 is only a macOS patch (aka update) and not the full OS if you need to reinstall macOS. Apple does not provide a download for the full macOS 10.6 installer. If you need to reinstall macOS 10.6, then you will need to follow the information in my earlier post.
If your Mac supports a later version of macOS, then there may be other options to reinstall macOS depending on the exact model of your Mac and your purpose for reinstalling macOS.
As always, providing more details in your original post would help prevent confusion.

If this laptop never had macOS 10.6 or 10.7 installed, then it may not be possible to install macOS 10.11. IIRC, macOS 10.7 sometimes added some critical firmware upgrades that may be needed for later versions of macOS. Unfortunately Apple just assumes users are keeping their Macs up to date with every OS update and upgrading to a new OS every year which would keep the system firmware up to date. Unfortunately Apple does not provide any information or details regarding these things.
If you have access to another Mac from 2008 to 2015, then you can use the instructions in this Apple article to create a bootable macOS 10.11 El Capitan USB installer as this is the only way to extract the installer from the .pkg "installer extractor" to place the real macOS installer into the Applications folder):

Please read those instructions very carefully as there are multiple steps to extracting the macOS 10.11 installer to the Applications folder so that the Terminal commands can be used.
Unfortunately the macOS 10.7 installer you have downloaded can only be run from within macOS 10.6. I'm guessing that the .pkg file likely won't be able to extract the real installer app to the Applications folder. Even if you can extract the real installer from the .pkg file, I have no idea if there is any way of creating a bootable macOS 10.7 installer from the "Install OS X Lion" installer app located within the Applications folder. I doubt it is easy and I doubt it is possible.
If you don't have access to another 2008 to 2015 Mac, or if the macOS 10.11 USB installer won't install because of a firmware issue, then you really need to find a retail copy of the OSX 10.6 Snow Leopard installer DVD in order to get Snow Leopard installed on this laptop. After that, then you can try upgrading to macOS 10.7 Lion, then to 10.11 El Capitan.
Even with macOS 10.11 this laptop will be extremely out of date.
If you don't want to pay for a proper retail version of the OS X 10.6 DVD, then maybe you should consider installing Linux Mint (free open source OS) on the laptop instead which would give you a completely up to date non-Apple OS which has access to the popular web browsers (Firefox, Google Chrome, Vivaldi, and others) along with lots of free open source software such as LibreOffice. This would require you to learn a new OS, but Linux is not for everyone. Linux works best with 4GB of memory, but can be used with as little as 2GB of memory depending on workloads (won't be able to have more than one app at a time open, but I was able to have two or three tabs open on a browser). If you did not receive any OSX installation DVDs with the laptop, then you won't be able to go back to macOS without purchasing a retail copy of the 10.6 Snow Leopard DVD.
FYI, for a computer this old, I would be concerned about the health of the hard drive.
Unfortunately Apple doesn't make it easy to reinstall macOS unless you have access to the proper DVDs, or another compatible Mac. Not all of the macOS installers are distributed in the same manner, nor do they work the same way. It seems Apple goes out of their way to make their installers overly complex & confusing.
Apple never released macOS 10.6 Snow Leopard as a download. You will need the proper OSX 10.6 Snow Leopard install DVD for that particular Mac. If OSX 10.6 was installed on the Mac from the factory, then you will need the original gray restoration DVD which shipped with the Mac from the factory. If your Mac originally shipped from the factory with an earlier version of macOS, then you will need to purchase a retail version of the OSX 10.6 Snow Leopard Install DVD.
I recently came into possession of a 2008 17in Macbook Pro that currently has 10.5.8 on it. Using software update shows no additional OS updates to install. I know that this MBP will run version 10.11 so I am trying to get that installed. I have loaded the install dmg for 10.7 and it errors out at the beginning so I was hoping that 10.6 would install. I have heard that the 10.11 installer that I currently have will only update Macs with 10.6 and higher on it so that is why I was looking for 10.6. I am not willing to pay for this so I will now try to create a 10.11 boot device and load it from there.

I do have access to another Macbook Pro from mid 2012 that is currently running 10.11 so hopefully I am able to get that bootable installer created. My real intent for this is to give it to a friend who had an original 17 in Macbook pro and really misses it. If not that is ok, I am an old Unix administrator so loading Linux on one is something I have been thinking about doing and this is probably as good a time as any. I didn't pay anything for the laptop, it was something I found at the school I work at and they said I could have it if I wanted. I do intend to upgrade the RAM as 4 GB is not that expensive, probably $30.00, the hard drive shouldn't be that expensive either. If it fails at some point in time I can get a newer hard drive.
