Yes. Although Apple has said the AirPods Pro have an IPX4 rating, it is more than not recommended to go swimming or perform any activities involving liquid with them for logical and practical reasons. Also, despite that rating, it was tested against light rain and sweat - not heavy duty activities involving liquid - such as swimming or prolonged submersion.

Your AirPods will more than likely still work fine if it was submerged in that time frame. Just make sure to NOT put your right AirPod in your ear immediately afterwards - play some loud media or sounds to eject any possible liquid in the Airpod before reusing it in your ear (this is a similar procedure used for the Apple Watch).
How long has your AirPods Pro submerged? I'm assuming that it's an accidental one.
