My ringer is very low even I tune the level to the highest
My ringer is too low that when I call another person the ringing tone is not audible and also when the other person talks are not audible

Try Settings - Sound & Haptics - Slide Ringer and Alerts (Green Bar) all the way to the right. Also Turn ON Change with Buttons. This should set Ringer and Sound to maximum and let you changer ringer and sound using buttons on side of your iPhone.
