I have just recently started answering question here on Apple Support Communities, and keep running into an alert that says “ You have exceeded the posting limits, please try again in a few minutes” is this a normal problem for new users meant to stop spammers? If not how would I fix it?

Sorry, no. That is not something that is shared by the forum staff. Just be patient, and answer questions when you can. You are providing quality answers, so keep doing that, and enjoy helping other Apple users.
Yes, indeed it is a measure to try and reduce spam posts. The limitations do relax somewhat with time and as you post more.
