Unable to text some contacts because messages use SMS/MMS instead of iMessage. Suggested resolution by Apple Support and other online articles do not resolve the issue.

SMS/MMS is a carrier service. If it isn’t working contact your carrier. Note that SMS uses the voice channel, and MMS uses cellular data, so you must have cellular data enabled to send or receive MMS.

My carrier supports SMS/MMS for my plan. My husband uses an Iphone 13 Mini and shares my plan with the carrier. He is able to text the same numbers which my Iphone 13 Pro fails to send SMS messages. So does not look like a carrier issue. Possibly Iphone 13 Pro has a bug? Really frustrating!
Is it also enabled for your number. The “provisioning” is phone by phone, not by account. Sometimes the carrier can fix it by setting up your line again.
if the iPhone 13 had a bug it would affect roughly 90 million phones, and you would see thousands (millions?) of posts about it.
have you gone to Settings/messages and verified that MMS is turned on? If there is no MMS switch there then your carrier hasn’t enabled it for your phone.
SMS/MMS is enabled on the Settings/messages on my IPhone and I did confirm with my carrier that it is enabled on my phone number.
I dont think this is just my issue. I do see others reporting the same.
With 2 billion iPhones in use worldwide no matter what problem you have there are bound to be others with the same symptoms, just statistically, but if it isn’t millions of people it’s a local problem. Have you made a Genius Bar appointment to have your phone checked out?
have you tried basic steps, such as restarting your phone, removing any VPN apps and profiles, or Reset Network Settings?
BTW I did check with my carrier to confirm that SMS/MMS is supported.
I have not setup a Genius Bar appointment.
And yes I did try the basics before reaching out to Apple Support
Text messages from Iphone13 Pro fails because Iphone fails to deliver SMS messages.
