Unpaired Apple Watch Flashing Logo, nothing working

I've watched 20 videos, hard reset 20 times and the flashing apple logo still won't turn off. Here's what happened.

Earlier today my wife was outside when her Apple watch began using the SOS feature calling 911. This happened maybe 10 times. I first turned off the watch and turned it back on but that didn't stop the issue. Then I did a hard reset but that didn't fix it. So I erased all settings and did a factor reset. The phone is now unpaired and since then it wont stop flashing the Apple logo no matter what I do. I've tried a hard reset 20 times, I've charged it and watch every other video.

What now?
