Apple Watch Stuck On Apple Logo

Hello, I have been struggling with. my Apple Watch Series 3! My Apple Watch was on the charger stuck on the apple logo so I did a hard reset and saw that that had made no difference I have done this a majority of times. I then decided to disconnect from my phone and I am now unable to connect it back to my phone due to the watch still being on the apple logo. When the watch is off the charger there is no sign of life apart from a few seconds of the apple logo being on. I am not sure what to do and do not want to pay out loads for something that is not my fault whatsoever!
