Iphone SE (2nd Gen) Charging Flashing

Today I went to charge my Iphone SE (2ndGen) and the lighting Icon would flash on and off. (when plugging into PC via Type-C) so I thought the port might have fluff in there, and it did and I cleaned it out gently making sure not to scrap the sides or anything. tried again same issue, got a different cable and plugged that into same PC but via the USB 3 port gave me a surge protection error, so I tried a different PC same Issue, so tried a wall socket plug(all Apple cables and sockets) and just didn't even recognised it was plugged in. so i'm thinking something wrong with the iphone it self.

any thoughts on what to try or do next? phone is currently under warranty

Reading the troubleshooting steps you already performed (to no avail), and knowing that your device is still under warranty, I suggest that you make an appointment (*) and have your device inspected at an Apple Store or AASP (Apple Authorized Service Provider) among this list:--> Apple – Location Selector. After checking it out, they'll give you all the available options.
