How to restore Notes from iCloud backup

Hi, two days ago I lost my iPhone 8. Luckily since February I own a 13 Mini, to which I copied the contents from 8. The only problem I have now is with the Notes - since February I have written a number of new Notes and updated others and they seem to be lost because they were placed on the device, not on iCloud. So the only solution seems to be using the iCloud backup of my lost phone, if it still exists - because yesterday, for safety reasons, I deleted the lost iPhone 8 from the list of my devices. Now my 13 Mini only shows its own backup, not that of my previous iPhone 8. So I have two questions: 1. Does the backup still exist after a device has been removed, and how to find out? 2. If it does, how can I recover the latest version of my Notes from that backup? I will appreciate any help.

Notes are not part of the icloud backup, since they are synced to the cloud or mail program.
