If the AirPods were previously paired to a device, and still appear in the list of devices associated with your Apple ID, make sure to remove them, then restart your iPhone and reset the AirPods.
Failing that, I'm afraid the only guidance I can offer you is to contact Apple Support - AirPods Support - Official Apple Support
In that case, I would say to contact Apple Support - AirPods Support - Official Apple Support
Yes it should be charged. I charged it half the day yesterday and tried to connect them and it didn't work, then let it charge overnight and its still not working. But all the lights are working as normal. However despite the amount of times I charged it, when I plug it on charge, it shows the orange light.
It actually worked! I put them in my friend's airpods pro case and let it charge for a bit then put it back in mine and it picked up and then I let it charge overnight on a different power source and now it's working!
Try restarting your iPhone. Failing that, check the steps in this article - If your AirPods won't connect - Apple Support
Ensure the AirPods are charged before attempting to pair them. Can you see any lights on the case?

I tried all the steps, none of it helps. It's not even connecting to my brother's iphone. It's not picking up on any of our bluetooth at all.
I've already pressed forget device so it is no longer there.
Sweet! Glad I could help!
