Your AirPods would need to be well-charged,
Charge your AirPods and learn about battery life
and
in discovery mode. (flashing white) in order to pair.
With that, If you haven't already, you might want to try wearing your AirPods,
and
on iPhone: Try Settings > Bluetooth > tap "Not Connected"

If more help is needed:
Your iPhone may need updating to the latest compatible iOS version.
Eg: About iOS 16 Updates - Apple Support (says iOS 16.5 is the latest)
(The firmware on the AirPods can then be updated automatically when paired).
If iPhone is already using iOS 16.5:
Try re-starting it : How to: Restart your iPhone)
and
The AirPods may need re-setting:
How to reset your AirPods and AirPods Pro - Apple Support

You might want to check that you are only connecting AirPods to one device at a time. (Eg may not be switching between multiple devices.)
See if turn off / turn on bluetooth helps
