That kind of phone tech support - yes it's limited to 90 days unless one has AppleCare+, in which case it's for the entire term (or longer if extended). If there's a possible warranty issue, they might run diagnostics via phone support, where the user would go to a URL to access it.
However, one can generally go to an Apple Store and get tons of free tech support. I've never paid for anything relating to tech support at an Apple Store unless there was a physical part replaced, and sometimes I got that for free if it was minor.
After the warranty period expires, no. There will be a fee.
