icloud plan upgrade error / apple id balance fraud

i want to upgrade my icloud plan to 200gb / 2,99e per month, i've got money on my apple id balance but when i want to upgrade the plan it tells me error and that the purachuse failed, they take off money from my balance but dont upgrade the storage. I tried it already 4 times and they took 3e four times = 12e but nothing happens can somebody help me to upgrade my plan and get my money back somehow. Would appriceate it much.
