If you don't know the owner then this iPhone will be useless to you. Activation Lock is Apple's anti-theft mechanism to prevent someone (other than the owner) from accessing a stolen (or lost) iPhone.

If by "bin" you mean a trash bin, that is certainly one way to get rid of it. However, turning it in to your local law enforcement agency would be a better solution.
