This sounds like a hardware issue, you can make an appointment at an Apple Store and have them test your battery.

If you don't want to make an appointment you can check your battery health by going to Settings > Battery > Battery Health. If the “Maximum Capacity” is less then 80% you should look into replacing your iPad battery.

The battery health feature is exclusive to iOS for iPhone.
iOS/iPadOS for iPad has never had the Battery Health feature.
