Currently I have over 20,000 emails. I've deleted at least 9,000 but it jumps back up to 20,000 and is again FULL.How do I delete old emails permanently?

Most likely, these emails are on your email provider's servers ... and synced to your iPhone. One method to delete them would be to access your email account via a web browser, and then, delete them from there.
